“We don’t pretend to make decisions about who should be released or detained. It is therefore necessary to establish a commission that will rely on all of these cases, which is why we wanted to meet with you in particular, the subject-matter specialists,” said Serge Tshibangu.
A panel of experts in judicial matters is being considered by legal experts as a solution to address the issue of detainees from various armed groups on an individual basis. The high representative of the President of the Republic, Felix Antoine Tshisekedi, Serge Tshibangu, presided over this meeting on Wednesday, August 9, in Kinshasa.
“And in this case, we are undoubtedly referring about individuals who are either being held against their will or who have been detained due to an unfavorable aspect of their appearance. Others were detained as a result of their being in a territory controlled by an armed group that was hostile to their own. These are all really unique situations, but we still want to discuss them with you and explore our options, Mr. Tshibangu continued.
He claims that illegal detention of persons is a much bigger issue.
He says that individuals who have truly committed crimes won’t be allowed to dodge the experts.
